MEP Quantity Surveyor

Job Purpose

We are seeking a highly meticulous and experienced MEP Quantity Surveyor to join our commercial/technical team. In this role, you will be responsible for managing all financial, contractual, and quantity-related aspects of MEP packages throughout the project lifecycle—from initial tendering and estimation to final account settlement. The ideal candidate will possess a strong technical understanding of MEP systems (HVAC, Electrical, Plumbing, Firefighting, and ELV) and a proven track record of cost control and value engineering.

Key Responsibilities

1. Estimation, Bidding & Pre-Contract

  • Take off quantities accurately from MEP drawings, specifications, and tender documents to prepare comprehensive Bills of Quantities (BOQs).
  • Prepare detailed, competitive cost estimates and commercial tenders for MEP infrastructure and building packages (including HVAC, VAV systems, Chilled Water, Electrical networks, and Public Health services).
  • Review tender documents, scope of work, and contract conditions to identify potential commercial risks and opportunities.

2. Post-Contract Commercial Management & Cost Control

  • Monitor and manage project expenditures against budgeted allowances to ensure healthy profit margins.
  • Conduct regular site measurements and verify work progress for monthly valuations and interim payment applications.
  • Evaluate, negotiate, and price variations, change orders, and claims for additional works, ensuring full contractual compliance.

 

 

3. Procurement, Subcontractor & Supplier Management

  • Prepare inquiries, float tenders, and analyze commercial quotes from sub-contractors and material suppliers.
  • Handle material suppliers for competitive pricing, negotiate terms, issue/place Local Purchase Orders (LPOs), and follow up on timely site deliveries.
  • Conduct strict techno-commercial evaluations and prepare comparison sheets for major MEP equipment and packages.
  • Draft and administer sub-contract agreements and certify subcontractor monthly invoices and final accounts.

4. Financial Reporting & Close-out

  • Prepare monthly Cost Value Reconciliations (CVRs), cash flow forecasts, and project financial status reports.
  • Manage the final account settlement with clients, consultants, and subcontractors, ensuring the timely release of retentions.

Required Skills & Qualifications

  • Visa Status: Must possess their own valid Freelance Visa / Independent Residency Sponsorship with a valid labor permit/NOC.
  • Education: Bachelor’s Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, or a strictly related field.
  • Experience: Minimum of 3+ years of experience as an MEP Quantity Surveyor, preferably within a reputable MEP contractor or main contracting firm in the region.
  • Technical Expertise:
  • Deep understanding of MEP infrastructure systems, equipment pricing, and installation methodologies.
  • Hands-on experience in dealing with material suppliers, LPO generation, and supply chain tracking.
  • Proficiency in standard methods of measurement (e.g., POMI, NRM2, SMM7).
  • Advanced proficiency in MS Excel (for complex BOQs and cost models) and take-off software (e.g., PlanSwift, CostX, or AutoCAD).
  • Soft Skills: Strong negotiation tactics, excellent analytical skills, sharp eye for detail, and the ability to work under tight tendering deadlines.
