Labour Camp Operations & Relations Manager – CITIC Middle East Contracting L.L.C

  • Camp operations: Manage the safe, orderly and cost-effective daily operation of company-owned and third-party labour accommodation supporting CITIC projects across the UAE.
  • Accommodation compliance: Ensure compliance with applicable MoHRE requirements, emirate-level municipality and public-health standards, Civil Defence requirements, and Company HSE and welfare procedures; maintain registrations, approvals, inspection records and corrective-action logs.
  • Facilities and hygiene: Oversee room allocation and occupancy, housekeeping, pest control, waste management, water supply, drainage, electrical and plumbing maintenance, fire and life-safety systems, kitchens, dining areas, laundry, prayer and recreation facilities.
  • Worker welfare and relations: Serve as the main camp-level contact for welfare concerns and non-workplace grievances; conduct regular worker engagement, resolve issues fairly, identify morale risks early and escalate employment matters to HR.
  • Incident and crisis response: Coordinate emergency response, illness or injury support, outbreak controls, fire drills, evacuations and serious welfare incidents with HSE, HR, Security and relevant authorities; maintain accurate incident records.
  • Mobilisation and occupancy: Coordinate worker arrivals, transfers and demobilisation with HR, project teams, transport and camp providers; maintain accurate resident lists, bed-space records and movement reports.
  • Transport and services: Coordinate worker transport, catering, security and other camp services, monitoring schedules, service quality, food hygiene and worker feedback.
  • Vendor and cost management: Manage service providers and camp operators, verify attendance and service delivery, review invoices, monitor budgets and KPIs, and recommend corrective or cost-saving actions without compromising compliance or welfare.
  • Inspections and reporting: Conduct routine inspections and audits; track non-conformities to closure and submit occupancy, welfare, incident, maintenance, cost and compliance reports to management.
  • New camp planning: Support feasibility, design review, authority coordination, mobilisation and commissioning of new or refurbished labour accommodation, and develop standard operating procedures and emergency plans.
