Head of Bidding – Serco Limited

Key Accountabilities
Lead and manage the Bid Team as part of the Growth function, collaborating with the wider business to deliver the divisional strategy and business objectives in accordance with regional and Group governance processes.
Personally lead large, complex opportunities from early shaping through to successful transition.
Work across a portfolio of complex bids, as well as product and service developments spanning Transport, Aviation, Defence, and Citizen Services, including digital asset management, workforce management, and data management, with a focus on customer-centred solutions using our ExperienceLab brand.
Lead and own a collaborative Bid Management function that operates across processes and supports solution development to produce winning proposals.
Be accountable for the end-to-end Serco ME bid process and continual improvement initiatives.
Own governance for all gates, ensuring documentation, attendance, and processes are adhered to.
Through effective leadership, deliver value propositions and solutions that all members of the Bid & Solutions team can execute.
Work with Business Units and Business Development to shape and design new market-facing value propositions and capabilities.
Take an outside-in approach by conducting competitor and market analysis across services and sectors to inform strategy and solution development.
Ensure excellent bid writing services are in place to support teams, including creating and maintaining a standard bid library to maximise efficiency and consistency.
Ensure resources are prioritised for key bids, clients, value propositions, collateral, and marketing.
Develop presentations, collateral, and other materials to support sectors and sales teams in their activities.

Specific Requirements
Experience & Background
10 years’ experience in bidding / solutions roles
Minimum 3 years in a leadership role managing bid teams
Proven track record leading large, complex bids end-to-end
Experience in consultancy / outsourcing environments is good to have
5+ years in the Middle East, with Saudi Arabia exposure
Bachelor’s degree (or equivalent) preferred
Fluent English; Arabic is advantageous
Experience working in large, multinational, matrix organisations
Certified Lean Six Sigma Yellow / Green / Black Belt preferred. 

Technical & Functional Capability
Ability to develop technical, commercial, and financial bid solutions
Strong proposal writing and business case development skills
Experience managing multiple complex bids and governance processes
Capability in market analysis, competitor insights, and solution design

Leadership & Stakeholder Skills
Proven ability to lead and develop bid teams (managers, writers, analysts)
Strong stakeholder management across senior leadership and business units
Excellent communication, influencing, and presentation skills

Commercial & Strategic Skills
Strong commercial acumen and ability to support business decisions
Capability to shape value propositions and drive growth strategy
Experience working on multi-sector, complex service environments
