- Accountable to the HSE Manager and functionally reporting to the Project Manager for maintaining the highest possible safety standards throughout the execution of the project, acting in the position of HSE Manager in his absence on site.
- To lead and to take an active role in construction & operation HSE management and ensure compliance with safety, health and environmental regulations.
- Communicate and report safety performance to the line management.
- To develop program for HSE monitoring and to undertakedaily safety inspection and recommend necessary corrective actions to the PM / CM / Sub- Contractors.
- Carry out accident investigation, identify root cause andpropose recommendations for improvement.
- To supervise, organize and to assign work programs to all HSE Officers and Inspectors.
- Participate in the development, review, approve and implementation of key HSE documentations for project HSE management. (e.g. Project HSE Plan)
- Track and monitor close-out of safety violations.
- Undertake random HSE inspections of other projects, Plants and Labour accommodation facilities according to the Group HSE Office program to ensure all relevant regulatory requirements are met.
- The HSE Engineer has the authority same as HSE Manager to issue a stop work order on site should any imminent danger not being rectified immediately to his satisfaction.
- Inspect and audit all site operations to monitor compliance with all statutory regulations ADPHC / OSHAD, DM Code of Construction Safety practice or Local regulatory requirements and comply with the Company SOPs, HSE Plan and policy.
- Liaise with appropriate representative of Municipality/Government or public/Local Authority.
- Inspect all relevant files, forms and registers required, which are to be kept at site ensure the routine tests and inspections required by the HSE plan have duly been carried out and the results properly recorded.
- Monitor observance of site safety rules and issue warning to workers, work supervisors, site management staff and the subcontractors for rectification purposes, in case of non-compliances and un-satisfactory safety performances. Site improvement notices shall be raised wherever necessary.
- To review site activities through standard risk assessment system and standard operating practices on all work processes and brief those concerns on the precautionary measures.
- Review and approve risk assessment report.
- Investigate all OHS related accidents, incidents and near accidents etc, and make necessary recommendations. Produce inspection reports, accident / incident analysis trends as necessary.
- Assist the Project HSE Manager to prepare the Monthly Safety reports from the site on the last day of every month and submitted to the Project Manager and copies to the Group HSE Manager, latest by the fifth day of the following month.
- Coordinate with Logistic to recommend site security measures, report observation of substandard security act / condition or adequacy of security manpower for improvement by Logistic.
- Monitor the activity of the site nurse and other safety personnel attendance.
