Technical Director leads and oversees multidisciplinary design and construction supervision functions, ensuring technical excellence, regulatory compliance, and alignment between design intent and project execution across the full lifecycle.
The role combines strategic leadership, client engagement, and financial oversight, acting as the organisation’s highest technical authority while driving project performance and team excellence.

Description
Technical Leadership (Design & Supervision)
Provide strategic leadership across architecture, civil, structural, and MEP disciplines.Act as the final authority on technical design approvals and engineering decisions.Ensure alignment between design intent, client requirements, and construction execution.Establish and maintain technical standards, QA/QC frameworks, and best practices.Mentor discipline leads, senior engineers, and supervision teams.
Project Oversight & Delivery
Oversee the end-to-end project lifecycle from concept through handover.Monitor technical performance, programme adherence, and key milestones.Ensure strong coordination between design offices and site supervision teams.Oversee:
RFIs and technical queriesChange management and variation controlValue engineering initiatives
Drive technical risk mitigation strategies across projects.
Construction Supervision Governance
Lead Resident Engineers and site-based supervision teams.Ensure compliance with:
Contract documentationProject specificationsUAE authority regulations (e.g., Abu Dhabi Department of Municipalities and Transport, Dubai Municipality)
Monitor contractor technical performance and compliance.Review NCRs, inspection reports, and site technical challenges.Support resolution of complex design and construction interface issues.
Design Department Performance Oversight
Oversee the Design Director and overall department delivery.Monitor performance through structured reporting, including:
Project progress & deliverables trackingResource utilization & allocationFee burn rate & financial trackingMan-hour vs. budget analysisQA/QC audit reportsDesign risk and variation registers
Drive data-led decision-making and proactive project control.
Tendering & Proposal Leadership
Oversee the Tendering function and bid strategy.Provide technical input into:
MethodologiesResource planningCommercial positioning
Ensure alignment between proposals and delivery capability.
Financial Oversight
Monitor project financial performance across design and supervision.Track budgets, margins, and cost performance.Recommend corrective actions where required.Liaise with Finance and Project Managers on reporting and forecasting.Support invoicing processes and follow up on client payments.
Client & Stakeholder Engagement
Act as the senior technical representative to clients and stakeholders.Lead technical discussions, design reviews, and executive meetings.Maintain strong relationships with:

Support business development and technical presentations.
Resource & Team Leadership
Oversee resource planning across design and supervision teams.Lead discipline heads, design managers, and supervision managers.Identify training and development needs.Drive succession planning and high-performance culture.
Profile
Bachelor’s Degree in Architecture (Master’s preferred)Professional Engineer (PE) or equivalent certificationPMP Certification (preferred)Extensive Hospitals / Healthcare project experience required20+ years total experience in engineering/construction15+ years within engineering consultancyUAE experience within consulting firmsStrong knowledge of UAE authority approvals and regulatory frameworksProven leadership of multidisciplinary teams (design + site)Fluent in English and Arabic
